Not sure how they'll manage this. It's easy enough to put animated
version of the "Strange New Worlds" cast in "Lower Decks", but the
other way around could prove difficult. However they do it it seems
rather ridiculous since one is a comedy and the other "realistic" ... Jonathan Frakes is in charge of the silliness, so that's no surprise.
My first thought is The Wrath of Khan where they interacted at most through viewscreens.
Then there was the comic book limited series "The Modala Imperative," a non-crossover crossover between the original crew and The Next Generation: Kirk and crew had an adventure on an alien planet and uncovered some mystery about it; some 78 years later
Picard and crew visited the same planet and discovered the answer to the mystery.

Uses the word "meet," and the phrase "step onto Capt. Pike’s Enterprise." I'm not sure how accurate that is.
It also mentions only two actors, and they look close to the (human) characters they voice.
I'm guessing it'll be the actors, although I can see a temptation to make them cgi characters. Heck, I see a temptation to vary the body proportions between those of the cartoon drawing and an actually person until we find the most uncanny spot in the
valley!
