Having never seen the blinking, I have no idea where you are seeing it.
Your post also does not provide where/when/what you are doing.
You might be doing a clean install, using mcc, or running
drakrpm-edit-media --expert
from the command line, or something entirely different.
After installing Mageia, the first thing I do is add the repositories
using mcc.
I tried to put a print screen here but the server refused due to the size.

The problem is well known. Whether or not it's visible depends on the hardware.
It's due to the way selection windows written in perl (the langauge
rpmdrake
is written in) are handled, and the way some hardware handles the redraw of the window.
The workaround is to maximize the window showing the list of
repositories before
making the selections.

Interesting. I have five sets of hardware currently under my care, and a
good five more that have been retired. I haven't seen anything like this.

Just found a way to recreate it even with my current hardware. With the window
as small vertically as allowed, scroll down such that half a line is cut
off at
the top of the part of the list that is shown. Select or unselect any
full line
that is shown. On my system, the list appears to jump for just long
enough to be
noticeable, before returning to where it was. That is similar, if not
the same,
as what I remember on my old hardware, where it was much more visible as
it was
longer lasting.
