Well it looks like it. So for those that didn't know this is a free
mod/total conversion based on, you guessed it London, using FO:4. It was
due to be released a few months ago but then we had Fallout TV so we got
the FO:4 Next Gen (NG) update just before the FO:L(ondon) official
release. Obviously panic stations as NG wasn't just a few minor bug
fixes but instead a rather major overhaul meaning FO:L just wouldn't
work. To make it even worse the NG update was a bit buggy so there's
work ongoing meaning it can't be considered a stable platform (fixed).
The good news though, the FO:L dev's took the decision not to go with NG
but instead the release they had used and have now finished the work for
a degrade tool for GOG and the one for Steam is almost complete. If
you're on Epic sounds like you're out of luck.
Me, I really looking forward to it obviously and hope all the hard work
of the dev's has paid off.

Yeah, it looks interesting. I'm not sure I'll play it immediately but
it's definitely on my list of games I /want/ to play. It certainly
looks more interesting to me than anything BETHESDA has come up with
over the past few years.
That said... I've gotten really burned out on large open-world RPGs
recently. And I never entirely engaged with the weird retro-vibe of
the Fallout universe, and I'm not entirely sure I'll like the almost 1950-London-meets-Fallout-games take either (I'm getting a little bit
of the "We Happy Few" vibe from the trailers I've seen). I'm not
saying any of it makes for a bad game... but while I want to play
"Fallout: London", I'm not really in a RUSH to do so either.
Still, it doesn't hurt that it's free. I'll download it day one from
GOG, stick it on an external drive with a GOG copy of "Fallout 4", and
let it wait there until I'm ready. That way even if Bethesda 'Foxes'*
the game, I'll still be able to play it. ;-)
Well it's been released apparently but I'm now waiting for some reviews
as I didn't realise that you needed all the DLC to use it. That's a bit annoying but I've got into playing The Witcher 3 so no hurry.

Ah, didn't realize that either. I never purchased the FO4 DLCs.
Probably cheaper to buy a GOTY now.
Early reviews are that it's very buggy and crashes a lot. I'll wait and
see if they manage to fix that.

Yeh, I'm seen some early reviews and I like the look of the gameplay but
the bugs/stability, not so good. I'm going to wait a bit until the
released some patches and then probably go for the GOG version as that's cheaper than Steam and currently a lot less hassle to install.

I saw a little bit of a live stream play, and it seems you're supposed
to install certain recommended mods so it doesn't have the stability issues. Which of course the streamer didn't do. All I saw was that it crashed a couple times on transitions even without the mods. It looks really cool though.
As it's free I'll probably try it as soon as I get through ER and EDF 6.

Speficially, you can get it here:
https://www.gog.com/en/game/fallout_london
It seems to be available exclusively on GOG for the moment, for
reasons I am not entirely sure.
[I mean, I see the advantage for the FOL team; they don't have
to host the mod and pay for the bandwidth. I'm not sure why
it's exclusive to GOG, though]
It does, as mentioned, require "Fallout 4" and all the DLC to work.
GOG is having a sale on the GOTY version of the game; the Steam
version will work, but you'll have to 'downgrade' the Steam version
not to used the 'next gen' update that came out a few months ago
[thanks for nothing, Bethesda. It was a crappy upgrade that
did little more than break a lot of existing mods. It seems
its primary goal was to push people away from free mods and
more towards Bethesda's own workshop/mod service]

If you have FO4 on Steam, the best thing to do (if you consider time to
be money) is just buy it on GOG for $16 rn. Just downgrading FO4 took me
an hour on Steam, and then you have to manually install the mod, which is >where I gave up.
I don't know how long it's on sale for, but all you do is install
FO:London on Galaxy. It makes a shortcut, no fuss.
Then you have the updated copy on Steam and a separate London copy ready
to go. 34GB.

Experiences
like the one you describe above --that the "Fallout: London"
installation is FUBAR'd-- are exactly the sort of thing I'd expect.
