I tried deleting ~/Library/Caches/com.apple.appstore but to no avail.

Any ideas what might be going on here?

    Thanks for your reply.

I'd actually already found that webpage but its suggestion didn't work.

what happens if you try accessing the app store from a different user
account, ideally one that's just been created?

I created a new user account as per your suggestion and was able to
login to the App Store in that account. However, in that account no
updates are showing up despite the fact that three should be available.
But I was able to download software that I had previously deleted,
something which I could not do in my main account.

After doing this I was able successfully log in to the app store on my
main account without getting the NSURLerror that I was previously
obtaining. However, the "updates" section of the app store is empty
despite the fact that the dock icon is still claiming that three updates
    are available.

I'm wondering if those updates were actually already successfully
downloaded and that the '3' in the dock is tied to the same bug that was preventing me from earlier logging into the app store.

At any rate, thanks for the suggestion. I'll keep my fingers crossed
that the problem is now resolved.

    Why?

    Are you using OLD hardware?

macOS Ventura works just fine for me.
