tracker.debian.org says https://www.kinodv.org/ as homepage of dvgrab.
And https://www.kinodv.org/ says kino is dead as of 5.8.2013. I don't know
if this is also true of dvgrab. At least we have relative high popcon level. And yes, the github repo you mentioned looks like code for dvgrab, salvaged from sourceforge. But it has no releases, so a watch file would not return any useful information.
Anyway it would be a good idea to have the package source in salsa.

Hi,
the package dvgrab came up as a candidate for the Bug of the Day[1]
and thus I had a look into this package. I realised that the URL in d/copyright is not valid any more (thus setting the severity of this
bug to important.
Guessing from the version number you pulled the code from some Git repository. Since Sourceforge mentions CVS I might assume that it
might refer to the repository at Github[2] where some new commits
arrived.
It would be nice if you could provide a watch file which clarifies where
the source was obtained from in code and also fix the d/copyright file featuring a valid URL.
To help you I would be happy to move the packaging to Salsa and if the
Debian VDR Team agrees into this team. Otherwise there is always the
chance of using the Debian team space. I'd volunteer to draft a watch
file (if you confirm that [2] is the source), rewrite d/copyright to
DEP5 and fix the Source URL and update the packaging to latest
standards.
Since I remember there was some misunderstanding when I moved your
package imgvtopgm to Debian Phototools Team I want to make sure this
will not happen again. Please answer to this bug report whether you
are happy about the help to move the package to Salsa. If not I
might send a patch to this bug report but all other changes I would
suggest to modernise this package are better done in Git and I'd
happily provide any help that might be needed.
Kind regards
Andreas.

thank you for pointing out the lack of the watch file. As Christoph
already mentioned it could be difficult, I will see.

I had some days to rethink about the topic.
Currently I have some private issues that need my attention, so
realistically I have no time to deal with this bug now and in the near future.
If you are able to modernize the package, put it on Salsa and move it
into team maintenance, it would be the best for this package.
If it is easy for you, please do so.
Thank you in advance,
