https://bugs.debian.org/1095956 gives 2 options for fixing the issue.
The other option does not involve Pre-Depends.

I'm not 100% sure, but I don't think dependencies are satisfied in
preinstall..
(I'm talking about libsane1 that calls addgroup(adduser) in
preinstall)
