    Dear Maintainer,

I'm booting Debian Root on iSCSI via iBFT / iscsi_auto, which was setup by iPXE sanboot.

Currently it drops into initramfs prompt. The /run/initramfs/initramfs.debug logs show

    iscsistart: version 2.1.11
iscsistart: Could not make /var/lib/iscsi 2
iscsistart: exiting due to idbm configuration error

If I add `mkdir /var/lib` here it boots succesfully https://salsa.debian.org/linux-blocks-team/open-iscsi/-/blob/b096c46eec0d16e50934f9973a237616ec8451d1/debian/extra/initramfs/local-top/iscsi#L254
