    Dear Maintainer,

    Firefox 138 requires cbindgen 0.28 to build, and Debian currently only
    has 0.27.

    So, it turns out that we can get by with 0.27, which we have there
    already. Hopefully, 0.28 won't actually be needed for future esr140,
    but only time will tell. Eventually, though, we'll need 0.27 as
    cbindgen-web in bookworm.
