    Add a news item for the switch to Python 3.10. The text is roughly
    the same as for 3.9, with some minor grammar fixes.

    Why is the period between news and change so short ?
    The switch to 3.9 was announced one month before.
    Is there some urgent matter ?

    The switch was announced in November 2021, then reminder was sent in
    January 2022. The news item merely provides upgrade instructions
    (admittedly, the same as every year, so it feels kinda redundant
    but meh).
