I'm using Outlook 2016. I had a Gmail account, but I deleted it. I'm
trying to put it back, but I'm having a problem doing it. It keep
asking for my e-mail address or phone number. I've tried entering my
gmail address, my regular e-mail address, my land line number, and my
cell phone number. Nothing works. It keeps asking the same question.
I hope someone is still reading here in this largely defunct newsgroup,
and can tell me what I should do.

Sounds more like a question for google/gmail than Outlook. (I sort of
assumed this 'group was mainly about use of the email client [and the
other things the software does, such as calendaring matters] rather than
the email provider/service, but even if it covers both, I think your
query is more for google/gmail.)
I'm assuming, since you asked here, that you _are_ at least using
Outlook to attempt your reinstatement. Have you tried doing it via their
web interface? (Or any other email client, such as Thunderbird?)
Yes, I've been trying with Outlook. I'll take your suggestion and try it
on the web.

I just went to the web site. I should have realized that I can't do it
there.

problem is that I can't re-add the gmail account into Outlook.

"Deleted" where? The account definition within Outlook, or you went
online to their site to close your Gmail account? Since you mention
entering a phone number, and since account definitions within Outlook do
not use phone number for login credentials, looks like you went online
to delete your Gmail account.
If you deleted your account by going online to Gmail, it goes into
pending deletion status for 90 days afterwhich it gets permanently
deleted. If the delete is still pending, you have to go online to their
site to undelete (recover) your old account. After the delete
expiration, you cannot undelete your account; however, despite what
Google has claimed, your account name remains unusable forever afterward (i.e., you can't wait a year, or longer, hoping you can create a new
account using the same old account name).
Note: The number of posts (after the server's retention period) does not mandate a newsgroup is defunct. Posting an inquiry and getting no
responses after a week is what denotes there are no visitors in the newsgroup, or no one there want to investigate your inquiry.

Which makes it sound like your Outlook profile is corrupted. You
deleted an account (specifying an e-mail address), but cannot create a
new account (since the old one isn't listed after the delete) using the
same e-mail address. Seems the deleted account really didn't get
deleted. That's why I mentioned creating a new Outlook profile.
Before creating a new Outlook profile in which you define new accounts,
see if you can rename the old one. Use the Mail applet in Control Panel
to rename the old account, if it is still listed. If it's listed,
doesn't seem that account actually got deleted. Been too long since I
used Outlook to remember all the ins and outs of their Mail applet.
