They claim to be the first to offer this service. I don't know what's new about this. Amazon has been doing this for awhile now. One
of their drivers recently mentioned that they aren't required to take
a photo if they hand the package to you.

There are probably a statistically significant number of people who have problems with porch pirates.
At least, this way you know
whether or not the package made it to your porch, or some other porch.

The self-identified volunteer answerer of my question will use his own calculus to arrive at that metric. If I have a self-arrived-at metric, I intend to hold it close to inhibit any contaminating influence until the broader context is revealed. Until then, everything is on the table
