THE OCTOBER RAE ON 22 OCTOBER
The October Radio Amateur Examination will take place at various exam cent
res across South Africa on Saturday 22 October. It is important that the c andidates complete their practical assessment before Saturday so that ther
e is no delay in the exam results and licensing process. All the best to t
he candidates and we hope to have a QSO with you soon.
The fifth SARL Saturday 40 m Club Contest will be on the air from 14:00 to
15:00 UTC on Saturday 22 October with phone, CW, or RTTY activity. Th
e exchange is an RS, RST, or RSQ report, your Club name, and your
4-character grid square. You earn 2 points for a phone QSO and 3 points f
or a CW or RTTY QSO. Each new grid square worked is worth 2 points and eac
h new Club worked is worth 1 point. The list of Club abbreviations can be
found on page 57 and the rules on page 60 of the Blue Book.
The final leg of the SARL Saturday 40 m Club Contest will take place on Sa turday 3 December and not on Saturday 17 December as shown in the Blue Boo
k.
THE SARL SUBMITS COMMENTS ON THE PROPOSED NEXT-GENERATION RADIO FREQUENCY
SPECTRUM POLICY
The SARL proposed that, in line with international best practice, Sout
h Africa, as a member of the ITU, only use ITU approved terminology in
official spectrum documents. For example, terminology such as "
right to exclusivity" and "right to protection from interf
erence" are confusing. In ITU regulations there are primary alloca
tions and secondary allocations with clear definitions.
In section 22 of the proposal, the SARL asked that Amateur Radio use be
included as follows:
(a) The Minister, in consultation with the Regulator, must reserve cer
tain spectrum, whether for Public Protection & Disaster Relief (PPDR),
government use for present or future use, for public or community use
, Amateur Radio use, or for responding to any national emergencies inc
luding pandemics.
The SARL also proposed an additional clause 22.3
(a) International Telecommunications Union Article 25.3 states: Amateur st ations may be used for transmitting international communications on behalf
of third parties only in case of emergencies or disaster relief. An admin istration may determine the applicability of this provision to amateur sta tions under its jurisdiction. (WRC-03)
(b) International Telecommunications Union Article 25.9A states: Administr ations are encouraged to take the necessary steps to allow amateur station
s to prepare for and meet communication needs in support of disaster relie
f.
(c) Amateur Radio is the last fallback radio service in the event of disas
ters and emergencies where the normal commercial telecommunications servic
es fail, and it is therefore of national importance that the amateur rad
io frequency allocations are protected. SARL HAMNET is the Emergency Commu nications division of the South African Radio League which provides such s ervices.
The SARL also suggested that definitions for the amateur service and amate
ur satellite service be included in the policy. The document was authored
by Nico van Rensburg, ZS6QL; Brian Jacobs, ZS6YZ and Hans van de Groe
nendaal, ZS6AKV.

The Southern Cape ARC is planning a field station from 10:00 CAT on Saturd
ay 29 October at the Open Park across the road from the Heiderand Mall on
the corner of Seder and Melkhout streets in Heiderand, Mossel Bay. The
Club wants to prove that its members can operate off the grid if there is
a long period of load shedding or blackout, and also to test antennas a

IN SEARCH OF THE "OPTIMUM" MAGNETIC LOOP ANTENNA
The Sandton ARC say you must get your pen ready because they have a real t
reat in store for you at 19:00 CAT on Thursday 27 October. The Talking Tec
h Power Hour has managed to secure a presentation by John, W6NBC, a re
al Amateur Radio guru and sought-after speaker. This will be John'
s first South African presentation and he will cover the topic "In
Search of the "Optimum" Magnetic Loop Antenna."
Do you want to know more about magnetic loop antennae? Have you got limite
d space for an antenna? Does a magnetic loop really need a fancy variable
cap? Ever considered building one, but think it is too difficult or exp ensive? Ever heard of the skin effect?
John will present the details of a magnetic loop antenna that you can easi
ly build utilising simple, accessible and inexpensive parts from your lo
cal hardware store, and even if you don't want to build one, c
ome along to learn exceptional tips that can be extended to other antennas
, like harnessing the skin effect to your advantage.
The talk will be held on Zoom, with an audio relay to the 145,700 Sand
ton repeater and EchoLink ZS6STN-R. The Zoom login details have been poste
d to the SARL upcoming events calendar and on the ZS6STN Facebook page amo
ngst others. Diarise now to join via Zoom for an optimal viewing experienc

AMSAT SA MAKES ANOTHER SPACE SYMPOSIUM VIDEO AVAILABLE
The presentation by Hannes Coetzee, ZS6BZP entitled "OSCAR100 -
the easy way" is now available on YouTube. Hannes looks at how lo
w-cost, off-the-shelf DSTV components can be used to monitor the QO-100
activity. Some proposals for a complete, narrow-band Oscar-100 station

CONTEST NEWS
The 2022 CQ World-Wide DX SSB Contest is on the air from 00:00:00 UTC Satu
rday 29 October to 23:59:59 UTC Sunday 30 October with the aim for amateur
s around the world to contact as many other amateurs in as many CQ zones a
nd countries as possible. The contest takes place on 160, 80, 40 20,
15 and 10 metres and the observance of established band plans is strongly
encouraged. The exchange is an RS report and your CQ Zone number, for S
outh Africa that is Zone 38. The rules for the CQ WW contests can be found
at www.cqww.com/rules.htm.
Seventeen logs were received for the ZS1 QSO Party held on Sunday 25 Septe mber.

Six logs were received for the AWA Valve QSO Party held on 1 and 2 October

on. From the logs, it was determined that there were thirty-three partic
ipants in the SSB and nine participants in the AM Section.

PROPAGATION REPORT
Hannes Coetzee, ZS6BZP, reports that the solar activity is expected to
be at low to moderate levels. There are currently 6 sunspots with simple
magnetic configurations visible. There is a high probability for C-class
and a low probability for M-class flaring. If you want to do your own fre quency predictions, the expected effective sunspot number for the week w
ill be around 61. The 10 to 30 m bands will, especially late afternoon
, provide some good DX fun.

Die Oktober Radio Amateur Eksamen sal op Saterdag 22 Oktober by verskeie e ksamensentrums regoor Suid-Afrika plaasvind. Dit is belangrik dat die kand idate hul praktiese assessering voor Saterdag voltooi sodat daar geen vert raging in die eksamenuitslae en lisensiëringsproses is nie. Alle ster
kte aan die kandidate en ons hoop om binnekort 'n QSO met julle te hê
.
DIE SARL SATERDAG 40 M KLUB KOMPETISIE OP 22 OKTOBER
Die vyfde SARL Saterdag 40 m klub kompetisie sal van 14:00 tot 15:00 UTC o
p Saterdag 22 Oktober op die lug wees met foon, GG of RTD-aktiwiteit. Di
e uitruiling is 'n RS, RST of RSQ verslag, jou klub naam en jou 4-kara
kter ruitvierkant. Jy verdien 2 punte vir 'n foon QSO en 3 punte vir 'n GG
of RTD QSO. Elke nuwe ruitvierkant wat gewerk word, is 2 punte werd en
elke nuwe klub wat gewerk word, is 1 punt werd. Die lys van Klub-afkort
ings kan op bladsy 57 gevind word en die reëls op bladsy 60 van die B
lou Boek.
Die laaste been van die SARL Saterdag 40 m Klub kompetisie vind op Saterda
g 3 Desember plaas en nie op Saterdag 17 Desember soos in die Blou Boek aa ngedui is nie.
DIE SARL DIEN KOMMENTAAR IN OOR VOORGESTELDE VOLGENDE GENERASIE RADIO FREK WENSIE SPEKTRUMBELEID
Die SARL het voorgestel dat Suid-Afrika, in ooreenstemming met internasi
onale beste praktyk, as 'n lid van die ITU slegs ITU-goedgekeurde termin
ologie in enige amptelike spektrum dokumente gebruik. Terminologie soos "r
eg op eksklusiwiteit" en "reg op beskerming teen inmenging" is byvoorbeeld
verwarrend. In ITU-regulasies is daar primêre toekennings en sekond
êre toekennings met duidelike definisies.
In artikel 22 van die voorstel het die SARL gevra dat amateur radio gebrui
k soos volg ingesluit word:
(a) Die Minister moet, in oorleg met die Reguleerder, sekere spektrum
reserveer, hetsy vir Openbare Beskerming en Ramphulp (PPDR), regering
s gebruik vir huidige of toekomstige gebruik, vir publieke of gemeenskap
gebruik, Amateur Radio gebruik, of vir reaksie op enige nasionale noo
dgevalle insluitend pandemies.
Die SARL het ook 'n bykomende klousule 22.3 voorgestel
(a) Internasionale Telekommunikasie-unie Artikel 25.3 lui: Amateur stasies
mag slegs gebruik word vir die uitsending van internasionale kommunikasie
namens derde partye in geval van noodgevalle of ramphulp. 'n Administrasi
e kan die toepaslikheid van hierdie bepaling op amateur stasies onder sy j urisdiksie bepaal. (WRC-03)
(b) Internasionale Telekommunikasie-unie Artikel 25.9A lui: Administrasies
word aangemoedig om die nodige stappe te neem om amateur stasies toe te l
aat om voor te berei vir en te voldoen aan kommunikasie behoeftes ter onde rsteuning van ramphulp.
(c) Amateur radio is die laaste terugval-radiodiens in die geval van rampe
en noodgevalle waar die normale kommersiële telekommunikasiedienste
misluk, en dit is dus van nasionale belang dat die amateur radio frekwe
nsie toewysings beskerm word. SARL HAMNET is die Noodkommunikasie-afdeling
van die Suid-Afrikaanse Radioliga wat sulke dienste verskaf.
Die SARL het ook voorgestel dat definisies vir die amateurdiens en amateur
satelliet diens by die beleid ingesluit word. Die dokument is geskryf deu
r Nico van Rensburg, ZS6QL; Brian Jacobs, ZS6YZ en Hans van de Groenen
daal, ZS6AKV.

Die Sandton ARK sê jy moet jou pen gereed kry want hulle het 'n ware
bederf vir jou om 19:00 SAT op Donderdag 27 Oktober. Die Tegniese Praatji
e Krag Uur het daarin geslaag om 'n aanbieding deur John, W6NBC, 'n re
gte Amateur Radio-ghoeroe en gesogte spreker te verseker. Dit sal John se
eerste Suid-Afrikaanse aanbieding wees en hy sal die onderwerp "Op soek n
a die "Optimum" Magnetiese Lus-antenna" dek.
Wil jy meer weet oor magnetiese lus-antennas? Het jy beperkte spasie vir '
n antenna? Het 'n magnetiese lus regtig 'n gevorderde veranderlike kapasit
or nodig? Al ooit oorweeg om een te bou, maar dink dit is te moeilik of
te duur? Al ooit gehoor van die vel effek?
John sal die besonderhede van 'n magnetiese lus-antenna aanbied wat jy mak
lik kan bou deur gebruik te maak van eenvoudige, toeganklike en goedkoop
onderdele van jou plaaslike hardewarewinkel, en selfs as jy nie een wil
bou nie, kom saam om wonderlike wenke te leer wat uitgebrei kan word na
ander antennas, soos om die vel-effek tot jou voordeel in te span.

AMSAT SA MAAK NOG 'N RUIMTE-SIMPOSIUM VIDEO BESKIKBAAR
Die aanbieding deur Hannes Coetzee, ZS6BZP getiteld "OSCAR100 - die makl

an die rak af DSTV-komponente gebruik kan word om die QO-100-aktiwiteit te

Die 2022 CQ Wêreldwye DX ESB-kompetisie is op die lug vanaf 00:00:00
UTC op Saterdag 29 Oktober tot 23:59:59 UTC op Sondag 30 Oktober met die
doel dat amateurs regoor die wêreld soveel ander amateurs in soveel
moontlik CQ sones en lande as moontlik kan kontak maak. Die kompetisie vi
nd plaas op 160, 80, 40 20, 15 en 10 meter en die nakoming van geves
tigde band-planne word sterk aangemoedig. Die uitruiling is 'n RS-verslag
en jou CQ Sone nommer, vir Suid-Afrika, dit is Sone 38. Die reël
s vir die CQ WW-kompetisies kan gevind word by www.cqww.com/rules.htm.
Sewentien logstate is ontvang vir die ZS1 QSO Partytjie wat op Sondag 25 S eptember gehou is.

er gehou is. Een logstaat is ingedien vir die AM-afdeling en vyf logstate
vir die ESB-afdeling. Uit die logstate is vasgestel dat daar drie-en-dert
ig deelnemers in die ESB en nege deelnemers in die AM-afdeling was.

HF VOORTPLANTINGSVOORSPELLING
Hannes Coetzee, ZS6BZP, berig dat die verwagte sonaktiwiteitsvlak laag
tot gematig gaan wees. Tans is daar 6 sonvlekke met eenvoudige magnetiese
samestellings sigbaar. Daar is 'n hoë waarskynlikheid vir die voorko
ms van C-klas fakkels en 'n lae moontlikheid van M-klas sonfakkels. Diegen
e wat hulle eie frekwensievoorspellings wil doen, kan 'n verwagte effekt
iewe sonvlektelling van 61 vir die week gebruik. Radio amateurs kan veral
laatmiddag goeie DX openinge op die 10 tot 30 m bande verwag. Besoek geru

Die Oktober Radio Amateur Eksamen sal op Saterdag 22 Oktober by verskeie e ksamensentrums regoor Suid-Afrika plaasvind. Dit is belangrik dat die kand idate hul praktiese assessering voor Saterdag voltooi sodat daar geen vert raging in die eksamenuitslae en lisensiëringsproses is nie. Alle ster
kte aan die kandidate en ons hoop om binnekort 'n QSO met julle te hê
.
Dit bring ons aan die einde van hierdie bulletin.
Die Suid-Afrikaanse Radioliga se nuus diens nooi klubs en individue uit om
nuus brokkies van belang vir radio amateurs en kortgolf luisteraars in te
dien. Plaas nuus berigte indien moontlik, in beide Engels en Afrikaans
op die Suid-Afrikaanse Radioliga webtuiste onder die 'news inbox' skakel
nie later as die Vrydag wat die bulletin datum vooraf gaan nie.
Luister elke Sondag oggend om 10:00 Sentraal Afrika Tyd na "Amateur Radio
Today." Daar is herleiding op 7 082 kHz laer syband deur Louis, ZS5LP e
n verskeie herleidings op BHF en UHF frekwensies regoor Suid Africa. 'n He ruitsending aangebied deur Andy, ZS6ADY vind op Maandae aande om 19:30 S entraal Afrika Tyd op 3 620 kHz plaas.
