As for conspiracy theory on (some in) SS being in on the plot... I
guess that's distantly possible but unlikely.
What I think what happened was that the plan was that sharp shooter(s)
were covering the area of the roof where the assassin was... If they
noticed him before the shooting and why they didn't shoot earlier is
still a mystery. It *seemed* that the sharp shooter was looking that
direction through the rifle scope just before the first shots fired.
They'd be reluctant to shoot to kill if there was any ambiguity because
in the US today, to the voting majority you cannot fire a gun and be a
hero, no matter what.
So there is more reluctance now than at Ruby Ridge, e.g.

And if staged, it would include the cooperation of at least the SS and

even while in office; but we'd need to assume that they now like him a
lot better now and want to play along. So if one is inclined toward conspiracy, it's closer to a failed attempt by the current administration--which seems unlikely.

Too, I doubt he'll turn over the presidency at the end of his speculative 2nd term.So it could be all different here. We'll just have to wait and see.
