    International law is not a real law, there's no one to enforce it, it's all about voluntary agreements.

    Well, treaties are treaties. If you're a signatory you (should) enforce
    what the ICJ says. I don't think Putinskaya has visited an ICJ signatory
    since his warrant for arrest. I doubt he has the balls to tempt his luck either. If he chose to pay a visit to UK, he would promptly be arrested.
    He should also should he visit Finland. At least that's what civil
    servants in the FM say. But we all know what happens in Finland when
    push comes to shove. The telephone rings.
