Why have we e.q. equated Japanese people with their emperor and their militaristic leadership and we dropped nukes on them, killing hundreds of thousands of civilians but we're not supposed to equate Jews with their leadership let alone punish themcollectively in the same way?

Japanese emperor and their militaristic regime ruled in non-democracy meaning that their people didn't specifically choose them and in theory the people were not responsible for the actions of their leaders.
Certainly they were less responsible than the Jews nowadays, whose leadership is democratically elected so the Jews are fully responsible for their leadership's actions.
