    "Russia exercises nuclear deterrence "in relation to a potential
    adversary." The doctrine defines potential adversaries as "individual
    states and military coalitions (blocs, alliances) that view the Russian Federation as a potential adversary" that have nuclear weapons or

    "Erdoğan warns of ‘new, bigger war’ after US missile decision

    Putin does whatever he wants. Whatever he says is just an attempt to manipulate.

    Putin is a really bad guy, and probably insane. It's hard to understand how an supposedly intelligent person could miss that.
