    Yes, US Navy is a force to be reckoned and hence is able to fight a war. If not, how come they are still around after many years of supreme power in the seas.

    Henceforth, many countries also build up the naval force. But they do not
    have the budget and manpower and aircrafts to maintain their navy force.

    Most of them floundered and flunked their naval capacity and capability and their aircraft carrier, aircraft and manpower become tired from sea manning.

    Hence the manpower on board their ships get retired and hence often have to their docks for shore leaves to be with their loved ones.

    In short, they rest forever under "rest and recreation" or }shore leave".
