There are two fundamental tenets of republicanism: "the people" are considered to be sovereign, but in order to have and to exercise sovereignty, there needs to be civic virtue. Civic virtue is often defined as "a willingness to put the needs of the community ahead of one's own." That doesn't mean a person must completely subordinate himself to the community. It means a person has to recognize that working to create a stable, healthy and thriving community benefits *himself* as well as others. Russians are *completely* lacking in civic virtue.
