PORTLAND, Ore. (KPTV) - A 69-year-old man is facing charges after police say he held a woman against her will and sexually assaulted her for multiple days in her Portland home.

Police say the 74-year-old victim was returning home from the grocery store on Dec. 23 when she stopped to rest due to the weight of her grocery bags when a man, later identified as Kenneth Gregory Williams, approached her and offered to help. Williams
carried the victim’s grocery bags to her home, where police say he barricaded the door from inside and prevented her from leaving.

According to police, the victim reported that between Dec. 23 and Dec. 25, Williams sexually assaulted her multiple times. She was able to convince him to leave on Dec. 26, after which she went to a hospital for treatment.

Detectives were able to identify the suspect as Williams, who was located and arrested on Sunday, Jan. 5.

Williams was booked into the Multnomah County jail for three counts of first-degree rape, first-degree kidnapping, first-degree coercion, and first-degree burglary.

Williams pled not guilty to the charges on Monday and will be arraigned on the indictment on Jan. 14 at 9:30 a.m.

Police say Sex Crimes Unit detectives are also investigating Williams for rape allegations in a different case.

“These cases are incredibly rare but of course they can happen. We can’t imagine what this woman went through. It’s horrifying, terrifying, you name it. That’s why we worked quickly and diligently to get her the help she needed,” said a PPB
    spokesperson.

Resident, Tabitha Peterson, said her family has been victims of sexual assaults in the community and that keeping your guard up is vital, especially when moving alone downtown.

“I try not be alone at night, I bring my dog with me, and I carry mace,” Peterson said. “Mace is very important because you never know nowadays.”

Peterson, who often walks with her dog, Bella, said people understanding what’s happening around them could help avoid similar types of situations.

“I’m overly aware of my surroundings sometimes,” Peterson said. “It’s better to be safe than sorry because I’ve been followed before and almost kidnapped once.”

Detectives believe there could be additional unreported cases involving Williams. Anyone with information about him or this case should contact Detective Michael Bledsoe at michael.bledsoe@police.portlandoregon.gov and reference case number 24-332946.

According to court records, Williams was arrested for misdemeanor harassment and menacing in June 2024. He also arrested in 2008 for coercion and tampering with a witness.

Between 1994 and 2008, he had multiple drug-related, robbery and/or misdemeanor crimes arrests.
