A 25-year-old Portland man was arrested Tuesday near Salem Health after security personnel reported he was walking outside the hospital with a
rifle, according to Salem Police.
Officers responded to the campus at Oak Street SE and Capitol Street SE at about 8 p.m. and said they found Luis Angel Escobedo-Castaneda walking
near the intersection of University Street SE and Leslie Street SE,
according to a news release.
Escobedo-Castaneda "refused to comply with verbal commands" and ran,
police said. A brief foot pursuit ended when Escobedo-Castaneda reached a fence, but he continued refusing orders, police said in the release.
Police said a portion of a firearm was visible in Escobedo-Castaneda's waistband and he "motioned repeatedly toward his waist," according to the release. Police said he surrendered after officers deployed "less lethal rounds" and a police canine.
Officers said they seized a loaded rifle from Escobedo-Castaneda.
After receiving medical clearance, he was taken to the Marion County Jail
on charges of interfering with a police officer and unlawful possession of
a firearm.
Escobedo-Castaneda was arraigned Wednesday on the two charges. The charges
were added to a case from June 2024 related to interfering with a police officer. A warrant was issued for his arrest in that case after he failed
to appear for his previous arraignment.
He remains in Marion County Jail. His bail was set at $15,000.
