    It's limited to South Texas because SCOTUS earlier said there could be
    no nationwide class-action case. Instead, cases have to be brought in
    the jurisdiction where people are detained.

    But, this ruling is a big deal because it authorized a class-action case
    for all those held in South Texas. Without that, each person would have
    to separately sue.
