    See - you CAN get prosecuted for drink driving by merely sitting in the driver's seat while over the limit!

    The only mystery is why the police don't prosecute people who park their vehicles on the highway (eg, outside their terraced house) and drink a
    few pints while inside, watching TV. After all, they are just as in
    charge of the relevant vehicle as if they were outside with it. No-one
    else is in charge of it.
